| Abstract: | Starting with the suggestion background of a water-efficient society, this paper makes a ponderation on such respects as the social system building and the index system building for a water-efficient society and puts forward the measures for the water-efficient society building : establishing an operating mechanism for water resources in which governments control water resources, markets regulate water resources and the masses participate in management of water resources, setting up a scientific and reasonable water price mechanism and carrying out a water resources managlment system in which cities are integrated with villages. |
