The moderate scarcity of resource resulted in the conflict context of social life and makes social impartiality a necessity of social life. Social difference and inequality is inevitable in a society, the purpose of social impartiality is not annihilate difference, but is to adjust the right and obligation reasonably by a well-arranged system. It is the principal responsibility for the political structure and the aim of building socialist political civilization is to construct a more fair society.
