| 摘 要： | 针对辽西北地区的生态现状及辽西北地区所担负的生态责任,采用理论分析与数据论证相结合的研究方法,从理论和现实两个方面分析了在突破辽西北战略中坚持生态优先发展的必要性,得出了辽西北地区生态优先发展的模式选择。生态优先发展将对实现突破辽西北战略的各项战略目标具有重要意义。

| Abstract: | In view of the ecological situation and the ecological responsibility of northwestern Liaoning,theoretical analysis and data are adopted to analyze the necessity of developing ecology first in the strategy for breaking through northwestern Liaoning from the perspective of theory and practice.At last,a mode is offered about developing ecology first in northwestern Liaoning.This mode will be significant in achieving every goal of the strategy for breaking through northwestern Liaoning. |
