| 摘 要： | 在经济全球化趋势下,在金融危机下浙江如何发挥原来的比较优势和加强竞争优势,离不开人力资本水平的提高和结构模式的优化。笔者认为政府应建立以市场机制为基础、以政府调控为补充的混合调控模式,结合产业发展政策和地区发展战略,制定出浙江近、中、长期的人力资源开发战略和优化人力资本结构的政策,以实现人力资本的结构改善与浙江经济转型升级的良性循环。
