高校是集教学、科研和社会服务三项基本功能于一体的知识生产、使用 (消费 )和扩散的主体。对于在这个主体中直接担负着科学研究项目的组织、协调和管理的科研管理部门 ,工作中应不断转变观念、调整思路、更新管理手段和方法 ,更应树立强烈的积极策划意识。为此须建立准确可靠的信息系统以及信息反馈系统 ,不断提高高校科研部门的创新精神、开拓意识 ,以及项目负责人的科学素养和公关能力 ,逐步健全完善多层次参谋咨询系统

Higher education institutions are main bodies of knowledge production, use and spread which incorporate three basic functions of teaching, scientific research and social service Those in the department of scientific research management, who directly undertake the tasks of organization, coordination and management of scientific projects, should constantly change their conceptions, adjust their thoughts, update managerial means and methods in the work, and foster strong consciousness of active planning Therefore, it should establish an accurate and reliable information system as well as an information feedback system, foster the initiative spirits and pioneering consciousness among staff working in scientific research management, increase managers' scientific accomplishments and capability in public relations, and gradually improve the consultative system
