民办高等教育发展再探

1992年民间办学成为教育界前所未有的“热点”之一,机遇与挑战并存,当前民办高校首先面临的是生源危机。《民办高等学校设置暂行规定》的发布具有十分重要的现实意义,文章认为“民办”也应包括一部分“国有”高等学校以及存在“一校两制”的现象。民办高校的办学模式将主要有三种:极少量的研究型大学;企业积极参与的各类应用型高等学校;纯企业化管理的职业学院。

In the year 1992, organization-operated and individual-sponsored institu-tions of learning became the talk of China's educational circles. Chances and challenges coex-ist,however,The most serious problem facing organization-or individual-sponsored univer-sities and colleges is enrollment crisis. The promulgation of the Provisional Regulations Gov-erning the Establishment of organization or Ond Ividual-sponsored Institutions of HigherLearning is of vital importance, but the author is of opinion that this system to run schoolsshould include the change of an existing government-funded university or a part of it into anorganization-or individual-sponsored one. As to the types of institutions of higher learningoperated on this system, these should be divided into three categories: research-type univer-sities, Only a few in number; application-type colleges, in a variety of forms, with active par-ticipation of enterprises; and vocational colleges, to be run like enterprises.
