基于主成分分析的国有林区经济绩效评价及发展对策

立足于国有林区可持续发展,为制定正确的经营战略,提高国有林区经济绩效并揭示绩效提升空间,对国有林区经济绩效进行恰当的评价是十分必要的。运用《中国林业统计年鉴》数据,采用主成分分析法,将反映林业经济绩效的七项主要评价指标转化为评价的三个主成分因素,并对2008年主要国有林区的经济绩效指标进行排名。各国有林区发展不平衡,如何提高盈利能力、资产管理能力、资金和人力的利用能力,是目前国有林区经济绩效提升的重点。提出了实行林业经济结构优化升级与发展替代产业、深化国有林区的体制改革、加强森林资源培育等建议。

Evaluation of Regional Economic Performance and Development Strategy of State-owned Forests Based on Principal Components Analysis

Based on sustainable development of state-owned forests,it’s very essential to evaluate properly their economic performance so as to formulate correct strategy and improve their economic performance with revealing the space of economic performance promotion.We use the data of "China Forest Statistics Yearbook" and principal components analysis to transform seven major indices which reflect forest economic performance to three main analysis components,and then rank the regional economic performance of state-owned forests in 2008.The results show that the development of state-owned forests is unbalanced,and how to improve the profitability,asset management ability,funds and staff utilization is the key to the promotion of regional economic performance of state-owned forests.Finally we give some strategies,including implementing structural optimization and upgrading, deepening the reform of state-owned forests,further promoting the cooperation between the forest regions and strengthening forest resources development.
