| 摘 要： | 上合组织框架为成员国各方参与经济合作和投资创造了良好的环境，各成员国间的资源、经济互补性和地缘经济利益、投资环境的改善，有利于区域合作的发展。面对经贸合作政治意愿不足、发展战略有差异、世界经济低迷的现实，制度化安排为核心的强制性变迁必须成为中亚区域经贸合作的主导。借鉴欧亚经济共同体经济合作的经验，新疆区域经贸合作应从民族地方立法、地方合作论坛和中哈霍尔果斯口岸等方面寻求突破，在促进投资、海关便利化、推进能源合作等方面达成共识。

| Abstract: | The framework of SCO provides a sound environment for the economic cooperation and investment among the member countries. But due to differences in development strategies and economic downturn, mandatory transformation should be the guiding principle in the economic cooperation between China and central Asia. With the experience of EEC, greater endeavor should be made in local lawmaking, local cooperation forum and so on to promote the trade and economic cooperation in Xinjiang. |
