中国的城市化:进展、问题与对策

改革开放以来,中国的城市化水平不断提高,城市综合实力不断增强,城市在国家和地区经济社会发展中的带动辐射作用日益突出。当前中国城市化发展中存在的主要问题是:城市化发展存在地区不平衡性、城市化滞后于工业化、城市化发展存在制度性障碍等。今后20年是中国城市化加速发展的时期。为了顺应中国城市化发展的基本趋势,促进中国城市化的快速健康发展,必须在城市的可持续发展、城市建设的投融资体制、城市的户籍制度和就业制度、城市的社会福利及保障制度方面进行改革、调整和完善。

Urbanization in China: Progress, Problems and Countermeasures

Since China's reform and open-door policy,the level of urbanization has been being increasingly enhanced,the comprehensive power of cities has been being continuously reinforced and the out-emissive power of cities in the social-economic development in both regional and country levels has been protruding constantly.In the current process,however,there exist problems: the development of urbanization is unbalanced between different regions;urbanization is backward,compared with industrialization;and there exist institutional barriers.And the coming 20 years will be times for the development of urbanization to speed up.Therefore,in order to conform to the trend and enhance the healthy and faster development of urbanization,it is of necessity to carry on reform,adjustment and perfection on aspects such as sustainable development of cities,investment and funding mechanism for construction of cities,household register and employment system,and social security system in cities.
