摘    要:在清真食品管理立法过程中,对于确立什么样的管理制度才能更好地管理清真食品问题,存在着一定的争议。在分析地方法规规定和国外做法的基础上,结合我国清真食品管理实际,提出了清真食品生产经营许可是清真食品管理的有效手段。

Abstract:In the process of legislation of the Halal Administration, there has been controversy in establishing what kind of management system, which is best to manage the Halal food production. In this paper, based on an analysis of local regulations and legal practice abroad, the author proposed that Halal food production license system should be an effective means combined with the realities of our country' s Halal food management.
