江西农业应对WTO行动方案研究Ⅱ."入世"后江西农民素质面临的问题及其对策

农民是农业生产的主体和核心 ,农民素质的高低对“入世”后农业发展有着直接影响。只有大力提高农民素质 ,才能全方位应对“入世”后对农业带来的诸多挑战。本文在简要分析“入世”后江西农民素质面临的主要问题的基础上 ,指出了应对“入世”挑战农民应具备的基本素质 ;最后 ,提出了加强农村教育、提高农民素质的对策和措施 ,这就是 :(1)普及义务教育 ;(2 )发展职业教育 ;(3)改善成人教育 ;(4)强化科普教育 ;(5 )实施“绿色证书”制度 ;(6 )不断更新教学内容 ;(7)大力增加教育投入 ;(8)努力增强农民体质。

Research on the Course of Action of Jiangxi's Agriculture to Face WTO Ⅱ. Problems of Farmers' Qualities in Jiangxi Province after China's Accession to WTO and their Solutions

Farmers are the main body and core of agricultural production. The farmers' qualities have a direct impact on the agricultural development after China's accession to WTO. Only by enhancing their qualities can the challenges to China's agriculture posed by WTO be properly dealt with. This paper makes a brief analysis of problems regarding farmers' qualities and points out the required rudimentary qualities. It also puts forward measures to strengthen rural education and improve farmers' qualities. These measures include 1) to popularize compulsory education; 2) to develop professional education; 3) to improve adult education; 4) to strengthen the dissemination of science; 5) to implement the "green certification" system; 6) to renew the curricula; 7) to increase educational investment; and 8) to improve farmers' health.
