联系汇率制的几个理论问题

联系汇率制来源于英国早期出现的货币发行权问题。之后,被毛里求斯等英属殖民地采用。由于其内在的科学性与时代的局限所造成的缺陷并存,使它经历了从高峰到低谷再到复兴的历程。汇率制度和汇率安排制度不是同一个层次的汇率问题。联系汇率制是某种汇率制度下的一种汇率安排形式。它虽然起源于固定汇率,但在目前却是浮动汇率制度下的一种汇率安排形式。针对联系汇率制的缺陷,可以按照变汇率安排刚性为弹性,或AEL模式,对联系汇率制进行改革。

Some theoretical problems about currency board system

Currency board system originated from the currency issue in the early time in Britain, later was adopted by Mauritius and other English colonies. Due to its properties of being scientific and having some drawbacks caused by the limitation of that age, rate system has experienced times of going up and down, "down and up. Rate system and rate arrangement don't belong to rate problems of the same level. Currency board system is one of the patterns of rate arrangement in a certain rate system. Though it developed from fixed rate, it is still a rate arrangement pattern in the float rate system. Some reform can be made to the drawbacks of the link rate by changing the rate arrangement from rigid to flexible or by adopting the AEL model.
