| 摘 要： | 我国传统的“行政领导和附属”型县乡关系 ,已不适应形势的需要 ,必须建立新型的“服务和指导”型县乡关系。重塑县乡关系 ,应做好几方面工作 :搞好县级行政机构改革 ;实行乡镇自治 ;做好乡镇自治后的各项管理工作 ;把乡镇发展纳入小城镇建设规划。

| Abstract: | Handling well the relationship between county and township has always been very importantin ouradministrative managementand institutional reform.The old pattern of administrative leadership and attachmentcan no longer suitcurrentsituations.So a new pattern of relationship ,that is ,the pattern of service and guidance should be established between county and township .The thesis sets forth the thoughtof building up a new pat- tern,analyzes its basis and brings up some strategies to reform and rebuild the manage- ment system of the county and the township. |
