| 摘 要： | 国家助学贷款新机制实施4年来取得了显著的成效，帮助了很多经济困难学生顺利完成学业。但随着实施范围的扩大和还款期限的到来，与老机制一样的违约问题也日益暴露出来。政府、银行和高校三方建立更完善的管理制度和更优化的组织机构，采用更符合实际的措施和办法，就能有效地降低新机制助学贷款的风险。

| Abstract: | Remarkable success has been achieved since the new mechanisms of state grant - in - aid loans was implemented 4 years ago. The loan has helped many students suffering from financial difficulty accomplish their studies with a hitch. With the expanding of the implementing limits and the approaching of the deadline for returning the loans, the problem of breaking contracts is being exposed day by day as was in the case of the old mechanisms. The paper holds that government should improve the managerial system and optimize the organizational agencies, adopt more practical measures ＆ methods to reduce the risk involving state grant - in - aid loans under the new mechanisms. |
