小康大业,人才为本.为推进新世纪我国人才工作,党中央领导集体提出了系统的适应国内外形势需要的人才新观念和新理念,其中包括"人才资源是第一资源"的人才价值观、"以培养能力为重点和深化人的素质全面发展"的人才素质发展目标观、"坚持德才兼备原则和‘四不唯'"的人才评价观以及"‘按发展需要培养人'和‘以人为本'"的人才教育培养观等.这些新观念和新理念是中国教育改革的指导思想,作为教育工作者应认真学习和研究.

A Probe into the Leading Group's New Conceptionupon Qualified Personnel in the New Century

Qualified personnel are the essential element for the development of our country. To promote the cultivation of qualified personnel, the leading group of the central committee of the Party set forth a new systematic conception upon people of talent adapted to the new situations both at home and abroad. The conception involves such ideas as "human resource is the first resource", "the cultivation of qualified personnel shall focus on their abilities and the development of their qualities in all round way", "the evaluation of qualified personnel shall be based on the principle that they possess both moral integrity and professional competence instead of on their academic credentials, professional titles, seniorities or status", and the idea that "we shall cultivate the qualified personnel based on humanity, meeting the need of the society". All these ideas form the guiding principle for the reform of education in China. They deserve educators careful studies and research.
