| 摘 要： | 加快实现社会保险全民化是推动社会保险事业持续快速发展,构建社会主义和谐社会的重要手段。针对困扰先发地区社会保险全民化发展的政策、经济和社会因素,此文以推进社会化管理为突破口,以机制建立为有效保障,对实现社保全民化的策略进行了一些探索。
