| 摘 要： | 在梳理国内外学者关于政府行为及企业技术联盟稳定性的研究思路及主要成果的基础上构建了政府行为的概念模型,并以大连市高新技术企业为调研对象,通过因子分析对政府行为的概念模型进行了检验,并通过相关分析与回归分析深入探讨我国政府行为与企业技术联盟间的关系。研究结果表明,政府行为由引导行为、扶持行为、合作行为、强制行为4个维度构成,且均对企业技术联盟稳定性呈现显著的正向影响,其中,以扶持行为与强制行为两个维度对企业技术联盟稳定性的影响最大。

| Abstract: | Based on a summary of documents and data from the questionnaire among the high-tech enterprises in Dalian, the structure of government behavior （GB） and the effects of GB on the stability of Enterprise Technology Alliance （SETA） have been explored. These analyses show that GB in China consists of guide behavior, support behavior, cooperation behavior, compulsive behavior, all of which have significant positive effect on SETA. Especially, the support behavior and the compulsive behavior have the greatest effect on the SETA. |
