充分挖掘农业潜力扩大农村剩余劳动力在农业内部的就业空间

长期以来,农村大量剩余劳动力得不到充分就业,已成为严重制约农民增收、城乡协调发展、社会稳定的不利因素。多年来,我们更多的是注重城市化、工业化对农村剩余劳动力的吸纳作用,而对如何充分挖掘农业自身的潜力却重视不够。文章认为,可以通过积极推进农业产业化经营,调整农业产品结构,大力发展劳动密集型农业,搞好农业综合开发,以及加强农村基础教育和成人教育,提高农村劳动力整体科学文化素质,以适应现代农业发展提出的新要求等途径,大大拓展农村剩余劳动力在农业内部就业和发展的空间。

To tap the agricultural potential and improve the employment of rural surplus labor inside the agriculture

The unfavorable factor that rural surplus labor is confronted with unemployment limits the farmers' income increase and the coordinate development of urban and rural area,and has impact on social stability,which results from the insufficient utilization of agricultural potential.This article puts forward that the employment of rural surplus labor should be improved inside the agriculture by promoting the industrialization,adjusting the products structure,developing the labor-intensive agriculture,and improving the education for fastening high-quality labor and for adapting to the new requirement of agriculture.
