| 摘 要： | 我国正处于经济社会多重转型的特殊时期,一些深层次的矛盾和问题逐渐凸显,信访工作形势日趋严峻。如何在新形势下实现信访调解工作新突破与创新,是摆在我们面前的现实课题与紧迫任务。信访调解机制中引入第三方介入来作为调节或解决信访纠纷的思路,其主要思想来源于莱斯特·M·萨拉蒙教授的第三方治理理论(the third-party government),现实中则来源于杭州市下城区信访工作引入第三方介入的实践探索。

| Abstract: | At present, our country is in a transitional period of economy, politics and society. Many deep - seated problems are becoming prominent. Petition is facing unprecedented difficulties, and the situation is getting grim. Our urgent task is to make innovation and breakthrough in the mediation mechanism. Lester M. Salamon＇s third -party government theory provides us with ideas of third- party intervention in the mechanism of petition dispute settlement, and Xiacheng district in Hangzhou practices it in letter and visit. |
