| 摘 要： | 社会保障制度是维护社会稳定的重要工具。由于历史的原因,我国社会保障法制化建设工作十分滞后,严重影响了社会保障功能的发挥。本文通过对社会保障预算立法的意义、原则和内容的研究和分析,探索完善社会保障法制建设的途径与办法。

| Abstract: | Social security system is an important tool for maintaining social stability. The lag of legalization construction work of social security in China due to historical reasons has seriously affected the display of social security function. Through the research and analysis on the significance, principle and content of the legislation of social security budget, this paper explores the methods of perfecting the legalization construction of social security. |
