加入WTO后我国高等教育发展的挑战及对策

文章分析了加入WTO给中国高等教育带来的挑战和机遇,提出了中国高等教育加入WTO后的改革对策:如增加对高等教育的投入,尽快实施高等教育的法制化;实施全面素质教育,突出创新人才的培养;加强科学研究和技术开发,把研究型大学建成国家知识创新和技术创新的重要基地,搞好大学科技园的建设,加速科技成果的转化选一步落实高校办学自主权;进一步扩大专业设置的自主权和招生的自主权,加速发展网络大学;加强国内外各类高等教育之间的整合与互通等。

CHALLENGES AND COUNTERMEASURES OF HIGHER EDUCATION DEVELOPMENT AFTER CHINA'S ENTRY INTO WTO

In this paper the challenges and opportunities brought by China's entry into WTO to higher education are analyzed. Countermeasures are put forward for its reform, that is, to increase the investment in higher education, to carry out the legal system in the shortest possible time,to implement competence education on a full scale,to give prominence to the cultivation of innovative talents, to intensify scientific research and technological development, to convert the research-oriented university into the nation s basis of knowledge and technology innovation, to build university scientific parks, to speed up the transformation of scientific research results,to further implement the right of school-running of higher education institutions, to further enlarge their feedom in specialty-offering and enrollment, to accelerate the development of network university and strenghten the conformity and communications between domestic and foreign higher education of all kinds.
