血缘政治传统下的公务员录用探微

摘    要:在传统的血缘政治背景下,私人关系和"面子"是妨碍我国历代官员选拔公正性的痼疾,它像一种滤过性的病毒,使我国历朝历代的官员选拔无一例外地滋生弊端和腐败。即使在我国公务员选拔法制化的今天,公务员录用中的人情化现象仍十分严重。回溯中国传统政治中的官员选拔制度,揭示当下法制化条件下公务员录用中存在的问题,诊断其历史顽疾,分析它们产生的社会历史原因和制度因素,对于落实公务员选拔录用中的公平、公正原则大有裨益。

Abstract:Under traditional political background featured with ties of blood,the private relationship plus face could be deemed as chronicle viruses hampering fair official selection and unavoidable flourishing of corruption in official selection in every dynasty.Though institutionalized nowadays,civil servant enrollment in China is still greatly based on personal acquaintance.Reflections upon the traditional official selection plus analysis of problems in the present civil servant enrollment are of great benefit to the fair and impartial principle in civil servant enrollment.
