摘    要:加快军工科研生产管理体制的改革,是贯彻落实党的十五届四中全会提出的"抓好国有经济布局的战略性调整"方针的一项重要任务。文章从积极引入市场机制有利于提高军品研制生产的创新能力、管理效率、资金使用效率及市场适应能力四个方面,论述了引入市场机制对加快国防军工科研生产管理体制改革所起的作用,并就如何建立适应市场经济的军品科研生产运行体系进行了探讨。

Abstract:Enhancing the systematic reform in the management of scientific research and military production is an important task in implementing the policy of"strategic adjustment of state economic development plan",which was brought forward at the 4th Plenary Session of the 15th CPC National Congress. The present paper elaborates the four aspects-creative productivity, the efficiency of management, the capital flowing efficiency and adaptability in the markets by using marketing mechanism. It stresses the function of the marketing mechanism in speeding up the reform in the defense production operation and scientific research, and has discussed the responsibility of establishing a system of military scientific research and production operation.
