| 摘 要： | 政府购买服务作为一种新型公共服务供给方式,其运行机制可以概括为政府出资、定向购买、契约管理、评估兑现。本文运用SWOT-PEST理论对政府购买服务的运行机制进行定性研究,意在提高政府购买服务的水平和效率,并借助IDEF技术构建政府购买服务运行机制的通用模型,提出了适用于我国政府购买服务的管理框架。
