| 摘 要： | 未来10年，我国仍然处于较有利的发展时期，城镇化进程加快将成为经济发展最大的动力，国际化水平提升是经济发展的重要基础。在经济结构上，第二产业比重将保持稳定，第三产业进一步得到发展。在结构调整上，要以大力发展战略性新兴产业和生产性服务业，努力提升工业增加值率为方向。在政策上，要在扩大内需、技改创新、淘汰落后、节能减排、兼并重组等方面，更加重视和发挥行业经济政策在促进结构调整中的地位和作用。
