| 摘 要： | 危机是一种不稳定的状态,随时随地都有可能发生。但危机有其规律性,是可以预防和避免的。政府在危机管理中应采取快速反应积极应对的策略,建立危机预警、危机处理和善后评估机制,变危机为机遇。

| Abstract: | Crisis is an unstable state and may happen anywhere at any time. However, crises have their patterns in general, so it is possible for us to prevent and obviate them. Government should be quick and active in response, construct crisis detection, crisis management and appraisal system. In this way, crises can be turned into opportunities. |
