| Abstract: | An open government can create the conditions for strengthening and improving the administration of the Party, and enhance the foundation of the socialist democracy. It is also an important means for the realization of rule by law. For such an integrated platform it can serve in achieving the strong leadership of the Party, people's active participation and rule by law, an open government plays an important role in the construction of political civilization. |
