东北老工业基地区域经济协调发展互动机制及政策博弈

区域经济协调发展的本质是发展中的协调,是在市场机制和政府干预的共同作用下,充分发挥区域优势,使区域间形成相互依赖,合理分工,协调发展的经济统一体。在地方利益割据的前提下,仅让市场力量"自然"决定和选择东北老工业基地产业的区域合理布局是不现实的。区域政策是政府为解决区域经济问题而制定并实施的各种经济社会政策的统称,是政府干预经济的一种表现。本文运用博弈论的分析方法,以东北老工业基地为范本,研究区域经济协调发展的机制和政策,深化对区域经济理论的研究,最终形成既能够体现科学发展观的理念,又能够诠释中国区域经济协调发展的区域经济理论。

Interactive Mechanism of Harmoniously Developing Regional Economy and Game Theory Applied to Its Policy in the Old Industrial Base of the Northeast

Harmony in development is the essence of harmoniously developing regional economy,which fully takes regional advantages,with the joint effort of market mechanism and governmental interference,to form an economy community among regions with mutual reliance,reasonable work division and harmonious development.Based on the premise that each region is only concerned with its own interests,it is unrealistic to wish that the rationalized regional distribution of industry could be forced and arranged automatically just by the natural power of market.Regional policy is a general term for various kinds of economic and social policies which are made and implemented by government,aiming at solving economic problems among regions.It is also a way of government controlling economy.By using the Game Theory as the analyzing method and taking the old industrial base of the Northeast as the typical example,this essay researches on mechanism and policy in harmonious development of regional economy,deepens the study of regional economy theory,and eventually forms the sense which reflects scientific development as well as a regional economy theory that interprets harmonious development of regional economy in China.
