马建忠的外交思想

马建忠的外交思想是其维新思想的重要组成部分，内容十分丰富。在对外政策上，他提出了主动开放，谨慎交结的观点；主张利用国际公法，同列强进行斗争，修改不平等条约。他还反对盲战，主张战和要看时机。在培养外交人才方面，马建忠提出了集选才、育才、用才三位一体的使才得用观。

On Ma Jianzhong's Diplomatic Thoughts

Rich in content, Ma Jianzhong's diplomatic thoughts are important parts of his reforma- tion. In external policies, he put forward the idea of active opening and careful companionship; he ma- intained that China should make use of international public laws to fight against the Great Powers and to revise the unequal treaties. Meanwhile, he was against blind fight and advocated a neither-lose-nor-win battle based on concrete situations. As for the training of diplomatic talents, Ma Jianzhong put forward his idea of making use of them by a combination of selecting,training and using their talents.
