我国生产经营领域的道德失范及治理对策研究

近年来,我国生产经营领域中的道德失范现象愈演愈烈,造成了极为严重的危害,日益引起社会各界的广泛关注。经济活动中的失信行为主要是由于在社会转型期道德建设缺位,价值观念扭曲;我国的市场经济发育程度较低,国民的信用意识总体上比较淡薄;一些地方政府失信于民,上行下效,产生一系列负面连锁反应;产权关系未理顺清楚;信用中介组织发展滞后;企业内部普遍缺乏基本的信用管理制度;对失信的惩戒机制不健全,对各种失信行为打击力度不够等原因造成的。对这一问题的治理需要采取综合措施。第一,要有针对性地加强思想道德建设,重建诚实守信的伦理规范;第二,建立责任政府,重树政府诚信形象;第三,深化企业改革,建立明晰的产权制度;第四,尽快建立起规范的社会信用管理体系,以制度约束失信行为;第五,健全立法,严肃执法,加大对经济败德行为的经济和法律制裁力度,维护正常的市场经济秩序。

The Moral Lack in the Field of Production and Marketing in China and the Countermeasures

In recent years,the moral lack in production and marketing of our country becomes more and more violent. This is very harmful and attended by whole society increasingly. The behaviors of breaking faith in economy activities are the result from the causes as follows: the lack of moral construction and the distortion of value ideas; the level of market economy development in our country is relative lower and the credit consciousnesses of civil are little in the mass; some local governments break faith to the civilian that brings a series of negative chain-reacting; the relations of property rights are not clear; the development of credit agency organizations is lagged; the basic managing system to credit is lack in enterprises; the chastening system to the behaviors of lack credit is imperfect and the beating intensity to the lack credit is not enough and so on. To put these problems in order needs systematic measures. Firstly, we need to reinforce the construction of thinking and moral and rebuild the ethic criterions of faithfulness. Secondly, we need to build the responsibility governments and rebuild the credit image of governments. Thirdly, we should deepen the reform of enterprises to build the clear system of property rights. Fourthly, we must build the society credit managing systems as soon as possible to restrict the behaviors of lack credit. Finally, we need to make the laws perfect, execute the laws seriously,and reinforce the intensity to punnish the behaviors that lose moral by the way of economy and laws for maintaining the natural order of market economy.
