| 摘 要： | 农业科技人才开发有赖于政府和市场的双重作用的发挥,政府的职能主要是制定农业科技人才开发与利用政策、提供投资以及进行农业科技人才开发活动的宏观调控与管理;市场则应在具体的资源配置和农业科技人才开发主体选择方面发挥其积极的作用。
