| 摘 要： | 目前围绕"省直管县"改革存在许多争论,这些争论产生的一个重要原因是对区域差异性考虑不足,简单地从局部地区的事实推导出全国性的结论。对我国长期实行的"市管县"体制的实践效果所进行的数据检验,显示出该体制促进市县经济共同发展的初衷在不同地区乃至不同类型的地级市范围内实现的程度均有所不同。通过分析这一结果及其背后的区域差异性,可以总结出市县府际关系调整的目标选择以及省直管县分类改革的主要路径。

| Abstract: | Nowadays there are a lot of debates on the reform of counties under the direct provincial administration(CUDPA),and an important reason causing these arguments is the lack of consideration of regional differences,that is,to simply induce the national conclusion from regional facts.By using statistical data,this article tests the practical effect of China’s long established counties under the city administration system.The results show that within different regions and even different types of prefecture-level cities,the level of realization of the system goal,that is,promoting common economic development of cities and counties,is different.By the analysis of the results and the regional differences behind,this article proposes the target of adjusting the city-county governmental relations and the main paths of the CUDPA classified reform. |
