地方政府创新的配套、认同与扩展

中国地方政府创新和整个国家的改革开放几乎是同时出现的。伴随社会转型的逐步展开,特别是经济体制的迅速转轨,地方政府创新也不断地从适应性增长创新、竞争性增长创新走向对策性发展创新。目前地方政府创新仍然处在自发阶段,局部的、零碎的、形式化的创新虽然很热闹,但并不总是服务于以人为本、以民为本的公正、廉洁、高效的公共行政体制的建立。要成功地将地方政府创新引入自觉阶段,就需要重新审视地方政府创新的整体战略目标,积极引导已有的和正在展开的地方政府创新采取配套整合、行销认同与传播扩展的策略。

Matching,Identification and Extension of Local Government Innovation

Chinese local governments began their innovations almost in the same period with the whole nation’s reform and opening up.With the development of the society transformation,especially the quick transformation of the economic system,local government innovation also began from the adaptive increasing innovation and competitive increasing innovation to countermeasure developing innovation.However,local government innovation is still in the spontaneous stage now in the general.Though lively,these partial,piecemeal and formalized innovations do not always serve for the construction of the people-oriented justice,honesty and high efficient public administration system.To successfully guide the local government innovation into the conscious stage is to review the overall strategic target of the local government innovation,and to actively guide the local government innovations to integration through matching,identification through marketing,and extension through public opinions.
