| Abstract: | Rule by law is a strategy or means of ruling the country.The rule by law and the human expecta- tion are intrinsically linked.Different understanding of human nature constructed different mode of governing the country,i.e.therule by lawand therule by man,resulting in a centralized and decentralized systems of different system arrangements. |
