| 摘 要： | 低碳经济的基本要求是自然、经济和社会协调发展,是生态和谐的思想渊源,在西方和中国的传统文化中都有历史根据。生态和谐价值观的内涵包括代内生态和谐、代际生态和谐和种际生态和谐。低碳经济立法的目的性价值是生态和谐,工具性价值是生态效率。
