| 摘 要： | 农民工市民化既是统筹城乡发展的突破口或主线，也是统筹城乡发展的中心战略。农民工市民化包括了农村退出、城市进入和城市融合等三个相互联系的时序环节，而且每一环节的推进必须有相应的制度支持。由于特殊的二元制度使然，农民工市民化的制度缺失与制度不当同时并存，阻碍了市民化的进行。只有以统筹城乡发展为逻辑起点，进行农民工市民化的土地退出制度、户籍进入制度、社会保障融合制度的改革与创新，才能加快农民工市民化进程。
