THE DEVELOPMENT OF RURAL NONGOVERNMENTAL ORGANIZATIONS AND THE IMPROVEMENT OF PEASANTS' POLITICAL AND LEGAL QUALITIES FROM LEGAL VIEWPOINTS

The nongovernmental organ- izations in rural areas play an important part in improving peasants＇ qualities, promoting the cultivating of peasants＇ public spirit and the upgrading of their political ＆ legal qualities and encouraging these organizations to bring into play their functions. Therefore the constructing of laws and regulations must be perfected in order to establish their legal status, their source of funds must be expanded to ensure their sustainable development and measures must be taken to encourage virtuous interaction between the national law and the civil rules and the supply of legal resources in rural society be strengthened so as to ensure the healthy development of the ru- ral nongovernmental organizations and improve steadily peasants＇ political and legal qualities.
