| 摘 要： | 实行以增发国债为主要内容的积极财政政策在刺激有效需求、促进经济增长过程中 ,发挥了巨大作用 ,但从各项债务风险指标的本质特征上分析 ,潜在的风险很大 ,必须加强债务管理 ,有效防范财政债务风险。
