| 摘 要： | 构建完善的高校内部管理体制，必须明确校务委员会与学术委员会的功能定位。校务委员会是校长的主要决策形式，学术委员会是学术权力的重要表达方式，高校党委会、校务委员会、学术委员会三位一体的权力结构是高校内部管理体制的核心。

| Abstract: | The functions of the School Council and the Academic Committee must be made clear in construction of a perfect internal management system of a university. The Council is the principal form of the major-decision-making and the Academic Committee is an important way to exercise the academic power. The university Party Committee, the Council and the Academic Committee, which form the trinity of its power structure, are the core of the internal management system of the university. |
