湖南高校学生贷款的现状、问题与对策

湖南高校助学贷款促进了湖南省高等教育成本分担，保障了湖南高校贫困生的高等教育参与，为湖南省金融业培养了潜在的优质客户群体，推动了湖南高校贫困生资助体系的重构，但同时亦存在一些缺陷。针对湖南高校助学贷款政策实施的实际情况，应加快贷款产品创新，创造多元化贷款资金来源渠道、建立高校学生贷款保险制度，以市场化手段转移违约风险、完善个人信用征信体系，健全失信惩罚机制、施行代偿制度，做好助学贷款配套措施，以促进湖南高校学生贷款的可持续发展。

The Status Quo of and the Problems with the College Student Loan in Hunan and Their Countermeasures

A review of the history and the development of the college student loan policy in Hunan shows that the policy has contributed to the cost-sharing of higher education, enabled the impoverished students to receive higher education, produced high-quality clients for the financial sector, advanced the reconstruction of the aiding system for poor university students. However, it also has some defects. Based on an analysis of the status quo of the university student loan policy in Hunan, this paper suggests that new loan products should be created, the channel for funding pluralized, an insurance system for university student loans established, the risk of breaching contracts transferred by market means, the individual credit inspection system, the dishonor-punishing mechanism and the compensation system made perfect, and the measures for supporting student loans taken in order to promote the sustainable development of university student loans in Hunan.
