| 摘 要： | 现代教育评价的基本理念对教师评价的启示有：以人为本，注重发展，重视过程。构建教师评价体系要坚持导向性、超前性、目标性、发展性等原则，从教师自我评价、学校评价和学生评价三个层面出发，突出以教学业务能力与教师自身发展为主要内容。确保教师评价体系正常运行的主要途径有：加强培训与激励、制定胜任目标与绩效管理、发展管理文化等。

| Abstract: | The fundamental ideas of modern educational assessment, namely, people orientation and emphasis on development and process, provide significant inspiration for the construction of a teacher evaluation system, which, guided by the principles of definite orientation, timely anticipation, goal fulfillment and expansibility, mainly assesses a teacher＇ s professional ability and development through the teacher＇ s self evaluation and evaluation by the school and the students. The smooth operation of the teacher evaluation system mainly depends on the following means： reinforcing training and stimulation, setting competency goals, implementing performance management, cultivating management culture, etc. |
