| 摘 要： | 西部生态环境面临重建与破坏并存,局部改善与整体恶化并存,一方治理与多方污染并存的矛盾。因此,西部生态环境建设和改善工作面临严峻的挑战。西部生态环境要得到有效的改善必须建立多层次的生态环境补偿机制。

| Abstract: | Concerning the ecological environment in the west part of China,there exist contradictions of reconstruction on one hand and further damage on the other,partial improvement here and entire deterioration there,curbing pollution from one company and worse pollution from several companies.Severe challenges are obvious in the construction of ecological environment and improvement in the west.Therefore,the compensation mechanism for multi-layer ecological environment must be established before the ecological environment in the west could be effectively improved. |
