Alternatives in development: perspective on alternative development strategies for India

Abstract:Currently advocated developmental models which stress large scale urbanization and industrialization may have devastating consequences for man and for the environment. An alternative development model, stressing rural development, is described. The model was developed for India but the general principles embodied in the approach are applicable to all developing countries. Key elements in the model are 1) the establishment of several 1000 regional units composed of a medium sized town and the surrounding rural area; 2) a greater equality in living standards for all population segments; and 3) a decentralized economic system in which each regional unit would be to a large degree self-sufficient. In order to reach these goals agricultural production must be increased through the application of technologically advanced agricultural methods. The problem of unemployment would be ameliorated through the development of permanent public works projects and the establishment of small scale industries in each of the regional units. These industries would produce goods primarily for local consumption. The education system which currently promotes class distinctions must be revamped. The new education system must be oriented toward eradicating illiteracy and providing individuals with the technical skills needed to promote the new society. The level of consumption among the upper class must be reduced. The increased saving which will accompany the decrease in consumption levels could then be used to support the new educational and economic programs.
