| 摘 要： | 在俄罗斯非国立高等教育近20年的发展中,其赖以生存的教育政策环境数次发生变迁,政府对非国立高等教育的态度由昔日的鼓励、扶植逐步走到后来的规范、管理,期间各种变迁都是政府利益诉求的结果。分析其原因,主要是政策决策者结构单一、对新型的非国立高等教育缺乏理论思考、政府短期行为所至以及历史的惯性选择等四个要素。
