我国政府危机预警机制的构建

我国正处于社会转型期,由于各种利益的冲突和矛盾导致了现阶段危机的频繁发生。有效的危机管理包括对危机的事前、事中和事后管理,而对危机的事前管理就是对危机的预警。进行有效的危机管理,其中非常重要的一环就是要构建危机的预警机制。构建危机的预警机制应该从树立危机意识、信息收集系统、制定危机反应和恢复计划、开展危机演习与培训等方面进行。

On the Construction of Government's Early-warning Mechanism in China

During the transitional period,various crises often appear in China because of the conflicts of interests.Effective crisis management is the management before,after and in the course of a crisis.Management before a crisis is the early-warning of the crisis.One of the most important ways to manage crises is to construct an early-warning mechanism.Such a mechanism should be established by raising the awareness of crises,setting up information system,making responding and rehabilitating plans,and carrying out crisis drills and training.
