欧洲食品安全治理评析

摘    要:欧洲食品安全治理与公共健康和消费者保护息息相关,一直受到欧盟各成员国的广泛关注。20世纪90年代的食品危机引发消费者恐慌,欧盟在食品安全领域多次进行改革,建立了欧洲食品安全局,试图在超国家层面制定共同食品安全标准并实行统一调控。这种集权的管理方式导致市场的集中程度增加,成员国纷纷采取相应对策,保护本国的中小企业在严格的食品标准规定下免受损失。

Abstract:European food safety governance related to the public health and consumer protection,is always widely concerned by the member states in European Union.European politicians made many reforms in the field of food safety and European Food Safe- ty Agency(EFSA)had been established because the crisis of food safety brought consumers' scares in 1990s.They also tried to make food safety standards and unified control and regulation at the supranational level.The centralized management mode leads to the intensification of market concentration.The member states in EU take corresponding measures one after another to protect do- mestic middle and small scale enterprise from the loss under the strict regulation of food safety standards.
