| 摘 要： | 1918年苏俄宪法确认了最高国家权力机关监督制。为了使最高国家权力机关的宪法监督职能得以落实 ,苏联在不同历史时期设立了不同机关做违宪审查的具体工作。这些机关经历了从最高国家权力机关的辅助机关到独立国家机关的变化。这种变化是在认真总结本国经验教训和借鉴东欧社会主义国家经验的基础上发生的。

| Abstract: | The 1918 Soviet Russia constitution validated the highest organ of state power supervision system. In order that the constitutional functions of the highest organ of state power could be put into effect, the Soviet Union established different organs to do specific work in different time. These organs changed from the auxiliary body of the highest organ of state power to the independent organs. Such changes occurred on the basis of the national lessons and the experiences of Eastern European socialist countries. |
