| 摘 要： | 由于法律对行政处罚没有明确的定义,理论界对行政处罚涵义的理解各不相同。认识上的不一致已影响到立法和执法的进程,因此,有必要对行政处罚的主体、对象等构成要素作进一步的探讨,对行政处罚与相关概念的关系作进一步深入的辨析,以对行政处罚的涵义有清楚的认识。

These different views have influenced the legislation and execution of the law. In order to make a clear understanding for the meaning of administrative punishment, it's essential to further discuss the main factors of the subject and object of administrative punishment. |
