| 摘 要： | 为更有效地维护公民的合法权益,我国应当建立行政申诉制度。文章分析了在我国建立行政申诉制度的意义,指出在建立行政申诉制度的时候,可以将行政申诉制度和政府内部的行政执法一般层级监督制度结合起来,明确申诉的范围,设立科学、合理的程序。

| Abstract: | It is to defend the civic lawful benefits more effectively that we should establish commissioners' appealing system.With an analysis of the significance of the commissioners' appealing system,the paper points out that the appealing system can be combined with the supervision system of administrative law enforcement in the government's management,making clear fields of appealing and setting up scientific and reasonable procedures. |
