工程伦理实践困境的成因分析

工程伦理作为工程活动的道德评价与规约体系，是防范工程风险的第一道精神防线。不过在具体的工程活动中，工程伦理实践却面临诸多困境。本文系统分析了工程伦理实践困境的内外成因，认为工程活动本身蕴含的利益矛盾与道德冲突、工程运行层面的技术确定性与不确定性的矛盾，以及哲学层面某些工程活动蕴含的真与善的矛盾是造成工程伦理实践困境的内在根源。从外在根源看，一些社会因素，如不合理的政治、经济与文化价值观念等也会影响和限制工程伦理的实现。

An Analysis-on the Causes of Practical Difficulties of Engineering Ethics

As the system of moral evaluation and stipulations for engineering activities, engineering ethics plays a key role in keeping away engineering risks. However, engineering ethics will confront a variety of diffi- culties when it is put into practice. This paper analyzes the internal and external causes of practical difficulties of engineering ethics, and finds that it contains three internal causes： interest contradiction and moral conflict which engineering activities themselves imply; contradiction between technology certainty and uncertainty in the engineering operation level; contradiction between truth and goodness in philosophical level. Meanwhile, some social factors such as unreasonable politics, economy and culture values will also affect and restrict the realiza-tion of engineering ethics.
